How to Ship Dangerous Goods (IMDG) from China Safely

Shipping dangerous goods from China safely starts before booking freight. Importers, Amazon sellers, procurement teams, and industrial buyers need verified classification, suitable packaging, consistent documents, and carrier acceptance. Errors can cause rejected bookings, container holds, fines, and serious accidents.

This guide explains the practical sequence for IMDG dangerous goods shipping from China, including export declarations, loading controls, and destination checks.

1. Confirm the Classification Before Ordering Packaging

Every shipment needs a classification based on its actual composition, properties, and configuration. Aerosols, solvent-based adhesives, and battery-powered products can be dangerous goods despite looking like ordinary merchandise.

The nine transport classes cover explosives; gases; flammable liquids; flammable solids and related hazards; oxidizers and organic peroxides; toxic and infectious substances; radioactive materials; corrosives; and miscellaneous dangerous goods.

Establish the UN number, proper shipping name, class, subsidiary hazards, packing group where assigned, and marine pollutant status. Lithium batteries generally fall within Class 9; not every dangerous good has a packing group.

Use the applicable IMDG edition. Amendment 42-24 became mandatory on January 1, 2026. If classification is uncertain, obtain a competent technical assessment and any required classification report before booking. IMO IMDG Code

2. Build a Shipment-Specific Document File

Ask the Chinese supplier and forwarder to agree on a document checklist early. Requirements depend on the product, packaging, exemptions, route, and carrier.

Typical items include:

  • Product-specific SDS/MSDS: Prepare Chinese and English versions where required by authorities or shipment participants. Check that composition and transport information match the goods.
  • Classification evidence: Obtain reports required for the cargo and applicable export procedures.
  • Packaging documents: Where required, obtain packaging performance inspection results and the export dangerous goods packaging use appraisal, commonly called the weibaozheng.
  • Dangerous goods transport document: Include the required transport description, quantities, package details, and shipper declaration.
  • Container packing certificate: Arrange completion by the responsible qualified person after compliant packing.
  • Commercial documents: Keep the invoice, packing list, and customs declaration consistent.

A packaging performance report does not replace the packaging use appraisal. China Customs lists them as separate stages and documents. Confirm whether any exemption applies rather than assuming every shipment needs an identical certificate package. China Customs guidance

For lithium batteries, obtain applicable UN 38.3 compliance evidence and the test summary. Ensure it covers the battery model actually shipped. IATA battery guidance

3. Match Packaging and Labels to the Cargo

Follow the applicable packing instruction. Where UN specification packaging is required, use the approved design within its permitted limits and follow the manufacturer's closure instructions. A strong-looking carton or drum is insufficient evidence of compliance.

Check chemical compatibility, inner packaging, cushioning, absorbent material where required, and protection against leakage or movement. UN approval relates to a tested packaging design; changing its components can invalidate the approved configuration. Packaging approval guidance

Apply the required transport hazard labels, UN number, proper shipping name, and other applicable marks. GHS chemical hazard labels serve a different purpose and do not replace transport labels. Check destination language requirements separately.

Some provisions allow packaging without UN specification approval. Use those provisions only after confirming every relevant condition.

4. Obtain Dangerous Goods Booking Acceptance Early

Submit classification, quantities, packaging details, and supporting documents before committing to a sailing. Ask for written acceptance covering the actual cargo and routing.

Confirm:

  • Whether the vessel, ports, terminals, and transshipment points accept the cargo.
  • Dangerous goods document deadlines and terminal receiving windows.
  • Whether full-container-load or less-than-container-load service is available.
  • Which approved warehouse and trucking arrangements are needed.

Dangerous goods LCL availability depends on consolidation arrangements and cargo compatibility. Never assume a normal LCL service accepts dangerous goods. Leave time for document corrections and packaging inspection.

5. Complete Maritime Procedures and Controlled Loading

Customs clearance does not replace maritime dangerous goods procedures. The responsible parties must complete applicable cargo fitness and vessel declarations to China's Maritime Safety Administration, with supporting documents such as packaging evidence and the container packing certificate. Missing approvals can prevent loading or departure. MSA declaration guidance

Before stuffing, inspect the container and every package for damage, leakage, and incorrect labels. During loading, secure packages against movement, respect stacking limits, and apply segregation requirements. Different dangerous goods cannot automatically share a container.

Arrange qualified supervision and accurate certification. Retain loading photographs and records so discrepancies can be investigated promptly. The packing certificate records compliance responsibilities; it is not a routine form to sign in advance. Container packing guidance

6. Never Declare Dangerous Goods as Ordinary Cargo

Concealment, mixed-load concealment, and false descriptions create serious legal and operational exposure. China's Maritime Traffic Safety Law provides penalties for misdeclaring dangerous goods and improper packaging or marking. Chinese maritime law

Consequences can include substantial fines, shipment holds, carrier refusal, and additional handling or storage costs. Other shipments sharing the container may also be delayed. A fire, spill, or injury can produce much greater liability. Responsibility depends on each party's conduct; hiring a forwarder does not remove the shipper's obligations.

7. Check LQ, Air Freight, and Destination Requirements

Limited quantity, or LQ, provisions apply only to eligible entries and compliant package quantities and configurations. They can relax certain requirements, but sea shipments still require applicable dangerous goods documentation and LQ marking. Small volume alone creates no exemption. UK transport guidance

Air freight needs a separate assessment under ICAO requirements and the IATA Dangerous Goods Regulations. Packing instructions, quantity limits, declarations, and airline restrictions differ. Obtain any transport appraisal requested for the air shipment; sea approval does not establish air acceptance. IATA guidance

Before dispatch, have the consignee confirm import permissions, chemical labeling, customs requirements, inland transport, and receiving capability. Amazon sellers should also confirm fulfillment-center acceptance separately.

Prepare the Shipment Before Committing to Dispatch

Choose a forwarder with demonstrated dangerous goods experience, trained personnel, and access to appropriately qualified declaration and loading specialists. Ask who checks classification, documents, packaging, carrier acceptance, and destination arrangements. Give King-Hor the product details and shipment plan early so the required checks can be discussed before dispatch.

FAQ

Can a small shipment travel as ordinary cargo?

Only if an applicable exemption permits it and every condition is met. Quantity alone is insufficient.

Can I use an SDS downloaded online?

Only if it accurately covers the actual product. A generic or unrelated SDS cannot support reliable classification.

Does every dangerous goods shipment require UN packaging?

No. Some instructions or exemptions permit alternatives. Confirm the exact provision before selecting packaging.

Is a packaging performance report the same as a weibaozheng?

No. Performance inspection and packaging use appraisal serve different purposes and are not interchangeable.

Can I reuse sea freight documents for air freight?

Some supporting information may carry over, but classification, packaging, declarations, and acceptance require a separate air assessment.
